Should turbulators be allowed to revolve in a GROB 2500

After removing the carburettors, I noticed that the turbulators in each manifold revolve quite easily (GROB 2500 engine) . Should they be static or allowed to revolve ? I am in the process of trying to track down the reason for a 300 rpm loss and wondered if these might be contributing to the problem.

In short, no they should not rotate.

In short, no they should not rotate.
